Hello -

My mom who got IR5 immigration visa

My grandma who got travel visa

They are both flying into the US this week together.

1. Can they going through the custom together when they go see the custom officer?

2. Can they file 1 form of Custom Declaration?

3. Do both need to file I-94 form?

4. Will the immigration offer give a hard time given my grandma has travel visa and enter the country with my mom?

1/12/2019: 90- ROC filing window open
1/17/2019: Mail I-751 Package via USPS Certified Mail
1/22/2019: Package arrived
1/28/2019: Receive case number via text message  #WACxxxxxxxxxx
2/21/2019: Call USCIS for non-delivery notice receipt
2/29/2019: Receive 18-month extension letter (2 pages)
4/30/2019: Biometric Appt
...waiting...

There is a great chance a CBP official would think your grandma is going to stay in the US based in you and now your mom living in the states.

I-94 is online now.  No need to file.  I-94 record should be generated automatically when your grandma is admitted on visitor visa.  After US entry, check here -- https://i94.cbp.dhs.gov/I94/#/recent-search

With IR5 visa, your mom will be admitted as an immigrant.  As mentioned above, no I-94 record for immigrants.
