Hello,

I am currently waiting on my ROC. I am moving from my current address that's registered with USCIS. Until I can get to the new address it will be 4 weeks from the date I am moving out.

How can I inform USCIS that I wont be able to receive mail at the new address until we move in?

Are you leasing that place? Have you purchased that place?

You cannot tell or ask USCIS not to send you letters.

If you already have lease active or purchase finalized, you can set up USPS mail forwarding to new address. You can also set option to hold mail with USPS Hold Mail.

Then you will be able to collect it from USPS office close to your new place or get all mail delivered to new place.

I will be moving from one apartment to another in a different state. But there is a period in between the move where I will not live at either one address. So I am wondering if I give USCIS my new address already even tough I am not living there yet or if I leave my old address for now and have USPS hold the mail with a forwarding service to the new address once I am able to move in there.

I'd say give USCIS the new address and have USPS at the new address to hold on to the mail. Additionally sign up for USPS's Informed Delivery and create an account on my.uscis.gov and you should get an email/text every time there a change in the case. For example, if the notification says "Biometrics mail sent" then keep an eye on the USPS Informed Delivery.
