"Decision cannot be made", stems from an underlying situation. There is something in your family member's case they didn't like or want to perform further investigation in. 

If you could ask them the problem they had in the past, some contributors might be able to tell what needs to be done.

 

One sure shot way to get them to respond is to sue them. However, it can be expensive and should be done with a lawyer. GL

I think you can sue them to make a decision if 120 days has passed.

I have advised them about the potential law suite. They have exhausted all "Sen/Congressman" channels. I personally have never found congessenional engagements effective but some people have had desireable result getting congrassional inquiry. We wanted to reasses any other avenue before initiating legal route.
