No

 

H1B is a non immigrant work visa, after which you may or may not get a green card depending if you can get your employer to sponsor you. If not …you need to go back to your home country at some stage

 

EB visas (the 1, 2, 3 are different types) are employment based immigrant visas which mean you become a green card holder and permanent resident on arrival in the US.
