Hello everyone. I have won DV lottery and a waiver is needed. However, I am participating in research and I need to transfer my J1 and extend the end date in 3 months.

I am aware that if I receive favorable recommendation, I won’t be able to transfer/extend it. It is alright with pending status though.

Here is my problem. I will fill out DS-3035 based on my current DS-2019. If I receive the waiver, will I be re-subject to 2 year rule? Because my DS-2019 will be changed. Do you think that it will cause a problem?

Thank you in advance for your help.

Transfers and extensions can reset the 2 year clock depending on program and institution - you need to check that with the international student office before you do the paperwork

do keep in mind that dv time is limited and you have to apply within a limited timeframe, and if you don't have a waiver by then the application is automatically cancelled. i'd highly recommend focusing on the waiver, and then dv, and potentially postponing the research/transfer to later...
