Apostille on a ROM would only be done by DFA in the Philippines for a PSA Copy.  I can't think of anywhere right off where an Apostille would be important on a ROM.  I think you are mixing something up??  A ROM returned by the San Francisco consulate should only be certified.  Later you could get a PSA Certified copy.

Yep, a little confusing on why the apostille is important.

The ROM you get from the Consulate is basically the ROM returned with signatures, coding, and stamps.  When you get the certified marriage certificate from PSA, it is your ROM printed on official weird sized yellow paper.  That is pretty much it.

Both should work for just about everything.

Finally done.

That is what i thought to but i have watched now so many videos on youtube about people who have sent in their ROM documents and then showed what they got back and always a apostille was included so maybe they stopped issueing apostilles from the consulate here in the united states philippine embassies but many people have been given an apostille with their ROM documents which is why my wife in the philippines is really upset. Anyways thank you all for your help.

Not done that way and I can assure you it hasn't been done that way in over a decade.

What you received back should be a PSA copy of the document you submitted, and should have notations for its doc and file numbers ...

Maybe to put your wife's mind at ease, you can share one of those videos with us and someone can explain what you're seeing.
