Amazingly, My Daughter(step) was able to get her Visa just 2 months before her passport expired.  and was in country 2 weeks later!  Wife and daughters all have their 10 year Green cards.  Now that the daughter's passport has expired do we need to go to the Tajikistan, Embassy and get her a new one if we want to travel outside the US?  Also the other daughters expires Oct of 2022.

Getting a new home country passport would be a wise thing to do if you believe she’ll need to travel outside the US at any point in time. Same for the other child- check with the home country embassy how early one can apply - usually within a year of expiring but you’re well in that timeframe.
