I'm curious to know if anyone knows about or has experience with opening a provisional file with the Embassy when you have received the I-797 NOA while awaiting NVC processing of the file. I have read in some embassies this is doable if you fax a copy of the NOA. I would appreciate any insight anyone might have on the subject

Hello,

 

What do you mean by "provisional file"?   Are you asking if you can open a case at the Embassy with your NOA2?  Is this for an immediate relative visa (CR1/IR1, IR2, IR5)?  If so, then the answer is no.  The next step is the NVC.

reading the top paragraph for K visa ,  it would refer to the old K3 spousal visa as it says "if your marriage took place,.........."

and this would be a very old concept as K3 is no longer used

 

if any embassy allowed creating a professional file,   it should state that on the embassy web page

 

i googled the concept of opening a professional file with embassy and got NOTHING
