My dad was here between 2001-2007 (He has been living in Argentina since then), he came here on a tourist visa and overstayed, as I'm filling out the i130, question 45 asks if he was ever in the USA. I said yes, Question 46.b: asks for I94 #, and I don't have this, I'm wondering if i can leave these questions blanks since he is been out of the USA for more than 10 years, or I need to get the i94. He still has his old passport with the stamps, I do now know if that matters or not.

I-130 form says to answer questions 46a-d if the beneficiary is currently in the United States.  If not, write "N/A" or leave blank.
