I have only seen one single case during the pandemic where someone was asked to bring passport photos. If it was me, and my biometrics was waived, I would bring passport photos to be on the safe side. It seems very uncommon that they'll ask for them, but it's worth having them IF they do ask.

If you have a biometrics appointment then they use the photo that they take there. If your biometrics appointment is waived they will either reuse the old photo from your last bio appointment, OR take a photo at the actual interview. In very rare cases they need you to bring your own (like I said, personally I've only seen one single case in the last couple of years).

Outcome: I did NOT need any photos. They actually took photos and fingerprints right there before the interview.

Cool.  Now you have photos for your passport appointment or in case your naturalization certificate has a error at oath.

Make sure to order both the passport and passport card after oath.
