We uploaded scans of the front and back of the photos too, following the I-130 instructions.  Our petition was approved without RFE.

I took several photos of the photos front and back and uploaded photos of the photos as well as a scanned image that makes the photo look like the original and not a photo of the photo. 

I think the instruction to include the back of the photo is an artefact of the paper form. I really dont see why they'd need that in the difgital format, but I guess sending it won't hurt
