Please I’m about to start with my ds260 form. Please after filling and submitting the form, does the uploading of civil documents automatically opens for you or I will have to wait for NVC to approve my ds260 before the civil d documents section opens?

You may upload your documents after submitting the DS-260.  NVC review will only start some time after all financial + civil documents have been uploaded to CEAC.

But can I start with my ds260 and civil documents as my petitioner has not done th Affidavits of support

If the IV fee has been paid, check if the link to fill out the DS-260 has become available.  If it has, you may proceed with the DS-260, whether the petitioner's I-864 has been uploaded or not.  After submitting the DS-260, the link to upload civil documents should become available.
