B2 Daughter of Permanent Rez

Timeline

So my perm rez wife wants her adult daughter to come for a visit.  Her daughter isn’t currently employed but she is enrolled in a university.  Would that normally be enough ties to home country?

Only way to find out for sure is to apply.  But is the US embassy even processing new B2 visa applications now?

 

If she will be applying in Colombia, here's what the embassy website says -- "Due to the COVID-19 pandemic, U.S. Embassy Bogotá remains unable to resume routine visa operations. We will do so as soon as possible but are unable to provide a specific date at this time.https://co.usembassy.gov/visas/nonimmigrant-visas/
