OP misinterpreted the USCIS page: https://www.uscis.gov/green-card/green-card-processes-and-procedures/travel-documents/emergency-travel The issue is "depart[ing] the United States without the appropriate documentation (i.e. advance parole)"

 

But if he has approved AP before departing then it's generally not an issue.

What financial aid, from who? If there is any hint that he’ll need public funds or assistance to help pay his healthcare there will be a high likelihood of denial on public charge grounds.
