Vendors for obtaining birth certificate?

My wife needs to obtain her birth certificate from China. She has the hospital's 1989 certificate of birth, but has lived outside of China for most of her life.  So, I get she will need to go to the Notary Public Office.  But, without family in the area who can help, we are wondering if there are any vendors/service providers who could make the request on her behalf.  

 

Do you think the Chinese Embassy here in Washington, DC would be a place to start, or are they simply going to direct us to the local Notary Public Office?

You can try a law firm in China like lawandborder.com. They told me they could get me the certificate it. Eventually me and my fiancée figure it out but she is there so it’s different. GL

You can also try directly contacting the Notarial Office, or Gong Zheng Chu (公证处) where her (or her parents') hukou is registered. They will tell you what is needed in order to obtain a notarial birth certificate  出生公证书, or chu sheng gong zheng shu.

 

You can often obtain contact information through Google, using the search term "< jurisdiction name公证处"
