You understand that only a handful of k3s have been issued in the past 3 years ?  This visa type is effectively obsolete.   You submit the i129f and then they administratively close it in favor of the i130.

Yes but can you tell whose information goes on part 4 page9

Except for part 2 (information about your beneficiary), everything on the form pertains to the petitioner.

I assume your mentioning fiancé was a typo as you would definitely not want to check the fiancé(e) box on the form.

 

The monthly nonimmigrant visa issuance statistics show that no K3 visas have been issued since April 2020 and only 3 were issued in the entire world in 2020, but it sounds like you already understand that.
