I am US citizen and would like to sponsor my sister family (parent and 6 year-old son) to come to USA for permanent living

My question is about the paperwork. Is it complicated? Can I do it by myself or should I hire an attorney?

Do you know the average price for an attorney to do that?

You can start the process yourself. It isn't difficult. However, the child will be an adult before the process is complete under current law.  It currently take 12-15 years if I remember correctly.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

It's not hard to start the immigration process.  You have to be able to read and follow directions.  VisaJourney has a guide.  To start the immigration process, you will need to file an I-130 with USCIS for your sister.  It could take many years for USCIS to approve the I-130 and forward it to the NVC.  You want this part of the process to take as long as possible for CSPA protection for your nephew.  Your sister would need to wait for her Priority Date to be current to qualify to apply for a visa.  Currently, it is taking 14-15 years for a current PD for a sibling.
