The i 130 form on USCIS shows expires on 2/28/21

That's an OBM expiration, I don't think anyone knows what it's for, from the scant information online it's related to data collection.

 

Basically whatever is up on USCIS is valid and will be accepted.

Contradictions without citations only make you look dumb.

OMB. Office of Management and Budget. Internal federal government dept.. it’s their “reference number” .. nothing to do with the dates that USCIS uses to show it’s the current version of the form 

 

The best way to ensure you are using the correct version of any USCIS form is to always access it from the official USCIS website and not from a 3rd party website

USCIS has recently released notifications for new forms, that needs to be used from 19th April,2021 onwards( this may vary based on different forms). I don't think they have released an updated form for i-130, however they have mentioned the below statement on the https://www.uscis.gov/i-130 page.

 

"USCIS published new form editions for affected forms. Starting April 19, 2021, we will only accept the 03/10/21 editions. Until then, you can also use the prior editions specified on each form webpage."
