Palestinian and K1 Visa

Has anyone had success bringing their Palestinian fiancé to the US? He has a temporary Jordanian passport but does not reside in Jordan. Is he able to apply from within Israel with his Jordanian passport? He applied for an Israeli passport but was told he had to wait 3 years for an appointment and would likely be denied. Can any who has been through this situation offer any guidance? Thanks so much for the help!

They don't care what passport is used as long as it is a valid passport .

So having a Jordanian passport but applying from a different country would be ok? The problem is they are not considered to be citizens of any country.

What is the problem?     A valid passport from any country in the world (except the USA) is needed.  Stop over thinking.
