Petition for my mother (IR5) was approved on Jan 13th. I haven’t received anything from NVC. When I look at their website, it states that they’re now processing approvals received 8-Feb. How best to contact them? Via online form?

That is pretty much an impossibility for it to be that quick.  

 

What website resource are you looking at?

It says on the NVC website: 

Current case creation time frame: As of 16-FEB-2021, we are working on cases that were received from USCIS on 8-FEB-2021.

Just to clarify, I haven’t received my welcome packet with login information. I’m NOT talking about NVC processing. I need the welcome letter to start the process of submitting the visa application.

It says working on files received FROM the USCIS.   It can take 30 to 45 days for them to receive it from

My best advice is to stop looking at other timelines and assuming yours will be identical. My I-130 was approved on a Thursday (this was in 2016) and was sent to the NVC the following Monday. Other people waited 45 days for the USCIS service center to send the petition to the NVC. Look at the shortest timeline and look at the longest one and assume that yours will fall somewhere in between. 

Timeline in brief:

Married: September 27, 2014

I-130 filed: February 5, 2016

NOA1: February 8, 2016 Nebraska

NOA2: July 21, 2016

Interview: December 6, 2016 London

POE: December 19, 2016 Las Vegas

N-400 filed: September 30, 2019

Interview: March 22, 2021 Seattle

Oath: March 22, 2021 COVID-style same-day oath

 

Now a US citizen!
