Your post is not entirely clear to me. I don’t understand all the different dates you mentioned. Are you saying your family had visas before you but were waiting for you to enter? Or that they entered on their visas before but you haven’t entered yet?  
 

There is no early May expiration for DV so I don’t understand what you mean there. Visas are issued with 6-month (or earlier) expiry. If your family got visas in April they would have expired in October.  If a visa was issued in September it would expire in March. DV2020 visas could not be issued in November (the DV year ended end of September) so there cannot be a DV2020 visa that expires in May.
 

Do you have a valid DV visa but annotated subject to PP10014? PP10014 is still in effect so you currently would not be granted permission to enter.  Or do you not have a visa?

We all had the interview Jan 2020.

My family was issued VISA on Apr, and extended on Sep. Visas will be expire early March.

Because waited for me as well as COVID. Anyway, before BAN and w/o PP10014.

My VISA was on Sep /w PP10014 , and then expire early March.

 

Can I enter into US to activate and fine to receive greencard?

Ok so if I understand this correctly: your family got reissued visas in September, but because they already had valid visas before the PP their visas are not subject to the PP. however you only got your first Visa in September so yours is annotated subject to PP? If it is subject to PP then no, you cannot enter now because the PP ban is still currently in place. Your family should however be able to enter. They will be able to show the original visas issued before the PP if a CBP officer tries to deny them entry based on the PP.

DV2020 Visa will expire early March, and #PP10014 is by the end of March.

Can not enter US.

What happens DV2020 Visa?

Just wait for expiration? No extension?

 

Some DV2020 faced the same, right?

 

DV2021 and other visas would be start from 1st April or later after #PP10014,

but DV2020 would not

 

In the case of my family, my family start to live in the US and myself can not enter into US

That is correct, unless Biden ends the ban sooner. I’m sorry ... it’s a bad situation. At least, in your situation, worst case your family can enter and your spouse can sponsor you as spouse of a green card holder, so there is a still a way, although more complicated and expensive.

What happens when entering into US DV2020 visa /w PP10014 now?

 

1. Flight - can not fly as airplane ?

2. Can enter into US as immigration ? - Deportation

3. OK to enter, but no greencard will not

4. DV2020 will expire on March 2021, but will be extended, if wish, and pay and having healthcare again?

 

Or, as you mentioned, the worst is my family will make visa sponsor and wait for long time to approve ???

1. The airline will probably refuse you boarding 

2. If they don’t, CBP will refuse you entry

3. Irrelevant as you can’t enter using a PP banned visa

4. Usually DV visas cannot be reissued if the relevant fiscal year is past, but I believe this is/will be part of the court case currently being fought so there is a chance it could happen, don’t know how big of a chance

You’re not understanding the post. OP has a visa annotated subject to PP10014. That means he cannot enter the US while PP10014 is in effect, which it still is.

Looks like DoS has issued national interest exemptions to all Dv visa holders subject to PP10014 expiring in Feb ( this means these visa holders can enter despite the PP) , and says that they are “actively considering” doing the same for those expiring in March if PP is not rescinded. (comment yesterday that may see action on the PP end Feb, do this would be in case it doesn’t happen)

Diversity Visa 2020 Applicants:  Those holding diversity visas issued in 2020 that are still valid may seek entry to the United States immediately, despite the visa annotation, “Entry Subject to PP 10014.”
