You are correct. Depending on the nationality and location of the foreign partner, it may not even be possible to get married any time soon. There have been some success stories, though. Try browsing the regional forum for your partner's country to get some ideas.

Cr1 has so many advantages it is very rare a K1 would be a better bet.
