IR5 still fall under president proclaim which extend until 3/31. It will up Biden if he decide to lift the ban or not after he sworn in.

No one is going to be able to tell you when your parents will be scheduled for their immigration visa interviews.

Trump put a ban on issuing visas to parents since April 2020.  It's scheduled to end March 31 unless President BIden lifts the ban.  So, there are lots of parents who ahead of your parents in line because of the ban who are waiting for their interviews.  They will be interviewed first.  So, probably the end of 2021 or beginning of 2022 for your parents.
