Need some clearafication on CSPA Calculation

Timeline

One of my cousin's  birth date is 15th January 1994 
His Priority Date is 21st may 2010

 

Approval date November 26, 2014

 

Case category F4 (his aunty applied for her mother)

now will he be under cspa when visa will be available ?

He’s already aged out and the petition is not even current yet. He is almost 27 and gets 4.5 years protection (approval date - priority date) so CSPA age already around 22.5.
