My husband who is a US citizen applied for my daughters who are minors,4 years and 6 years....documentarily they were accepted end of September and the case is still at NVC ,They are supposed to have their interview at the US Embassy in Nairobi, Kenya.

So they are IR2 visas? Then they qualify for expedite now (most other categories are not being issued visas currently), subject to Nairobi being open for interviews. I have a CR1/CR2 currently at NVC also waiting for Nairobi embassy. If I send an email to the nvc to expedite do I need to have a reason or is being a CR1 good enough right now since they are processing those visa's?

Why would just being CR1 be a good enough reason to expedite you ahead of everyone else with a CR1 in front of you in the queue?

In September they processed 8 CR VISA's. Hoping they will continue.

only because the Nairobi Embassy said it was only processing very limited types of VISA's. CR1 is one of them. So if another Embassy is not processing CR1's but Nairobi is, it might be enough to move the case along. At least, that was my thinking. No insight, just hoping I guess.
