Are 2 passport photos required for EAD & AP renewal applications?

Yes. The passport photos has nothing to do with the biometrics appointment.

I don't understand why they need passport photos considering that they don't even use them for the photo on the EAD, but instead use the photo from the biometrics appointment. I guess if it's a requirement it has to be done though

I assume you have never seen an immigration file.   The submitted photo is affixed to the front of the application page
