Hi everyone,

Regarding the police certificate - my understanding is that it needs to be uploaded into the online application before submission. The issue is that for my wife's country of nationality, Israel, they do not send the police certificate to the requestor - they will only send it to an official governing body. What do we do in this kind of scenario? Do I upload only one certificate for the country of residence (Ireland) which we do have?

Thanks!

For Israel,  upload a document that indicates direct submission to the consulate.  This is consistent with the DOS information

Follow the link and scroll to the appropriate section and read.

For NVC, upload a note referencing the info in the DOS reciprocity page: https://travel.state.gov/content/travel/en/us-visas/Visa-Reciprocity-and-Civil-Documents-by-Country/Israel.html On the Criminal Information Certificate application put the embassy's Consular Section as the official governing body.

Thank you both - appreciate the quick response!

Would be great to get your opinions on the following situation as well:

We are planning on leaving Ireland in mid-October to Israel to see family/friends before continuing to the USA. This means that there is a good chance that we won't be in Ireland by the time an interview is scheduled at the embassy. Based on your experience, how difficult would it be to request an embassy change to Israel? Could that create any issues?

Is the beneficiary an Israeli?  Not difficult but could take a few months.

Yes, so am I (dual citizen). It takes a few months for the change to be approved? Wow, in that case it may even make sense for us to fly back to Ireland just for the interview?

Unless you can intercept the petition and request the change of venue while at NVC, then yes a transfer can take some time

YMMV

Our I-130 was approved on September 14th - we haven't received the welcome letter from NVC yet. Would this be the time to intercept? Or should I wait for an NVC case number?

When NVC receives it, request a change in venue to Israel.

Right but "Unless you can intercept the petition and request the change of venue while at NVC, then yes a transfer can take some time" indicates to me that at a certain point the transfer will take longer. I'm trying to understand what that point is. We can afford to fly back to Ireland for an interview, but obviously this is something I'd like to strongly avoid if possible.

Change in venue while at NVC is faster than embassy to embassy transfer.

Got it! So the point at which NVC transfers the case to the embassy it will take longer. If I follow correctly I need to request this change of venue BEFORE I submit the application?

Additionally, I plan on requesting an expedite request since I have a job start date of November 30, 2020. If that gets approved it seems that I wouldn't need to request a change of venue.

Your petition will remain at NVC until you are document qualified.   Make your decision before that point
