Dual Citizen Child and Philippine CFO PDOS

One more dumb question about the CFO and BID in Philippines.  Is my dual citizen filam son, age 17, born in the Philippines, never left the Philippines, with both passports, required to attend PDOS Peer Counseling and get the CFO stamp in his Philippine passport?  He has no U.S. immigrate visa nor is one required.

 

I know that no sooner than 30 days prior to departure he must go to BID, with both passports and five 2x2 passport photos and (I guess) a NBI clearance to request an ECC-A clearance for his first departure from the Philippines.  When he goes thru airport immigration, he shows both passports? and the ECC-A clearance.  There comes the CFO questions listed above?

NOA1: February 8, 2016 Nebraska

NOA2: July 21, 2016

Interview: December 6, 2016 London

Interview: March 22, 2021 Seattle

Oath: March 22, 2021 COVID-style same-day oath

 

Now a US citizen!
