Don't wait. You can call NVC and ask them about the status. Also, look at your name "huynh", I'm assumed your fiance is Vietnamese?

NVC Received : 9/24/14                          NVC Left : 9/26/14

Consulate Received : 10/6/14 CEAC status changed to ready

Packet 3 Received : 10/27/14 packet received by petitioner in USA ( beneficiary never received packet 3)

Medical: 10/30/14 Dr. Buteau                  Medical picked up: 11/3/14

Packet 3 Sent : 11/10/13.. Had to schedule interview appointment and attach confirmation receipt to packet

Interview Date : 12/1/14                           Interview Result : Approved !

Visa Received : 12/10/14 picked up at Jacmel location

US Entry : 12/15/14 Fort Lauderdale, Florida

Apply for Social Security Card: 12/30/14 Connecticut

Removal of Conditions I-751

Filed: 8/14/17 at VSC                                 NOA: 8/15/17 Received 8/21 by mail

Biometrics: Dated: 8/25/17   Received 9/2/17   Appointment 9/11/17 

Approved: 10/23/18 -no interview

Yeah, I'm vietnamese.

 

I read that many people cases are stuck at NVC. Therefore, no welcome letter is sent yet until other countries open up.

Yes, that right. You can be creative and call NVC to get your HCM*** case number, so you can track it when NVC send the case to HCM. Currently, US Embassy in HCM only conduct interview for IR/CR visa, so your only option is wait. Don't worry about the validation date on the NOA2, CO can extended it.

NVC dont even pick up anymore.

No, I'm US citizen spouse, my spouse come from VN and we finished CR1 visa in 2017. We're currently in the process if ROC( I-751).

I think for K1, welcome letter not really a big deal since NVC do nothing rather than assigned case number. The PK#3 from Embassy is the letter you need to keep an eye on it.
