Wouldn't most current be 2018? Since they are not due until July 15th this year, and may possible be pushed back again for the deadline

But I bet you the USEM will not open until all this quarantine/lockdown issue is resolved in Manila first. That is the first hurdle to clear.

Spouses, children and step children can enter Philippines if you arrive in country with a Philippines Citizen

You are most likely right about the income tax, I filed early  so I could have my 2019 tax return for the interview.
