So I submitted my app online for an e-visa for 'nam and they charge my card.

 

Then they announce that no foreigners will be granted tourist visa's.

 

How long should I wait before I see the refund on my CC?    lol

 

Yes, this is meant to be funny.  I'll gladly donate the $20 if they hired to some people to pick up trash for a few hours.

You'll be lucky to land in Vietnam this year. Although they like tourism revenue, they are freaky about foreigners and the diseases/maladies they bring. There are many historical reasons for their mindset, although it doesn't really apply this time. My sister-in-law in Vihn Phuc works for a Korean company and she says they don't expect any of the Korean workers to return for many months. World travel is experiencing profound change. And it doesn't favor the traveler.

Vietnam did a quick and complete 180 regarding Hong Kong and only stopped all tourists (not just Chinese) once the world did. 

 

As soon as the US opens up, Asia will to.  You cannot close the economy of a country for months, virus or not.  I'm planning on June or July, simply because it will take time for things to spool back up.
