From what I know the only time the USC spouse doesnt have to be there is when they're active military and deployed on the date of the interview. Other than that, both have to be there

hmm.. he is a government employee "stationed" abroad... I wonder if USCIS will be considerate of that

Military deployments and government office jobs are quite different 😉 so I would be surprised if they'll accept that but of course I think you should try and ask. Maybe you get lucky
