RFE is request for evidence. Meaning they want more evidence other than what was already provided.

RFIE is request for initial evidence. Meaning you forgot to provide evidence, documentation, or information that was supposed to be initially sent.

Examples...

RFE - You send in proof of your marriage like wedding photos, chat and phone logs, love letters, etc . The officer sees the evidence but wants more proof that you and your spouse are maintaining a bonafide relationship so the officer ask you to provide financial accounts that are shared by the two of you.

RFIE - You send in your spousal visa petition. But you did not send in your marriage certificate which is one of the main requirements for the petition. You will get an RFIE.

Also be aware that the USCIS is clamping down on people filing incomplete petitions as a "place holder". RFIE are issued less often and they handing out more straight up denials instead.
