Spain Police Certificate

My fiance did his masters program in Spain and I was wondering if anyone has any information on what he needs to do to get the required the police certificate - document name, process, etc. He's currently living in Mexico.

I had to get a spanish police report while living in France. The police report itself isn't the problem at all, you simply download the form from their website and fill it out. The tricky part is proving you are you. They want a certified copy of your passport sent in with the filled in form, but they don't accept any certifications except those done by spanish authorities. They rejected mine that was certified by the issuing agency in Germany, but finally accepted one I had done at the Spanish Consulate in France. Hassle and cost, but possible to do of course.
