Intent To Marry Letter

I have all the documents and pictures ready to be mailed, I am only missing the letter of intent to marry. My fiancé lives in Mexico and I live in the US. How would I be able to get his signature for the letter if he is in a different country? Obviously he can send it through mail but we don’t really want to wait 1-2 weeks for the letter to get here. What other options do we have? Can I send in something else other than the letter of intent?

Scan and print locally,  we live in a digital world

I took a picture of mine with my phone using a scanning app (there are lots of free ones available) and e-mailed it to my fiancé for him to print out.
