I 134 form just wanting some clarification

This has probably already been asked or addressed somewhere else but I have not seen a definitive answer. Do I just send the completed form and supporting documents to my fiancee? Because when you look at the form instructions and the section that states where to file it gives you the web site address that takes you to the uscis web site for the form itself and my advice, don't bother calling the 1-800 number...for it never connects you to a live representative...and at no point does it give the option to wait on the line for one lol. Please is there anyone who can give me a rock solid answer who gets the form and when to send it. Any help would be appreciated. Thank you for your time to anyone who replies to my question.

A 1,000,000 times before.   Applicant hand carries to interview. 

 

Calling the uscis for clarifying a consulate question is absolutely a waste of time because you are contacting the wrong agency

Applicant hand carries what? Does it have to be the original documentation or can you scan the information? As OP stated, the USCIS website says to file online, so it's confusing.

Most times the required documents for the interview are hand carried, but it does vary with the embassy as to how documents are delivered.

Because you are not dealing with the uscis on this issue but the consulate.   Would you call your bank if you had a problem with the post office?
