is cenomar a requirement for a dual citizen applying for DCF or maybe fiance visa?

Is the petitioner a dual US/PH citizen? Or is the beneficiary a dual PH/other citizen? US Embassy Manila requirements: https://travel.state.gov/content/travel/en/us-visas/Supplements/Supplements_by_Post/MNL-Manila.html

the petitioner is the dual citizen

"For K1, F2A spouse, and CR1/IR1 petitions: If your petitioner was born in the Philippines and lived at least one (1) year in the Philippines after the age of 18 –A Certificate of No Marriage (CENOMAR) from the PSA valid within one (1) year from the date it was obtained." Since it's a Manila requirement it's sent in later; it's not required at the petition phase.

Whether you are a dual citizen or not here is the embassy requirement:

A CENOMAR is also required for a petitioner who was born in the Philippines and lived in the country for at least one (1) year upon reaching the age of 18.

Same requirement if a spouse visa

Oh, DCF is no longer available in the Philippines.
