Can Getting Citizenship Delay Immigration of Kids?

Hi,

 

I have a neighbor. She is from China and recently became a US citizen. She sent a petition for her unmarried daughter, over 21, years ago, when she was still a LPR.

Looking at current visa bulletin, she should have been in F2B (currently PD June 2014), however, as she now is a citizen her preference group would be F1,

(currently PD Jan 2013). Now my question is, will they honor the old F2B preference group with the more favorable priority date, or can in fact, getting the US citizenship be like a penalty

in this case and delay immigration?

Upon request, she can retain F2B classification.

No form....just contact whoever has the petition (USCIS if not approved yet, or NVC if it's there already). They can provide details if any formal record is necessary.
