I must have missed the bit where it says they don't need a passport to exit.

8 USC § 1185(b) is the relevant section. The President* allows exceptions to the passport requirement; i.e. NEXUS card, Naturalization Certificate, US Birth Certificate, Enhanced Drivers License, etc.

*via DHS, a cabinet department

@delicatehooligan will have a Naturalization Certificate. Just like the N-400K children in my example.

Furthermore, INA § 215(b) no longer has an associated penalty: http://isaacbrocksociety.ca/2013/05/01/the-history-of-the-requirement-that-u-s-citizens-only-use-u-s-passports-to-enter-the-u-s/ "The punishment for violating the law?"

An example: Maximiliano left and entered the US without ID https://youtu.be/1FB1FTXwGLw?t=2237

excellent, why didn't you just say that originally then rather than creating a detective trail? OP, you can appear in London and say the president says it's ok you left without a US passport, apparently.

I barely found the page where USCIS states it's OK: https://www.uscis.gov/us-citizenship/us-citizens-travelling-internationally "You can also use your original naturalization certificate or certificate of citizenship."

This corroborates my post about the 8 USC § 1185(b) exceptions:

London Embassy page that says the Naturalization Certificate will be accepted for the first passport application: https://uk.usembassy.gov/u-s-citizen-services/u-s-passports/first-passport/
