How To Obtain a Brazilian Divorce Certificate

Non-Brazilian national went to K1 interview at US embassy in another country. She was formerly married in Brazil and obtained a divorce in Brazil several years ago. It seems that Brazil doesn't really issue "divorce certificates" per se, they simply amend the original marriage certificate to state the marriage ended in divorce. She presented this marriage/divorce certificate, but the consular officer would not accept this and stated she needed an actual divorce certificate. 

 

Does anyone have any experience with this? It seems the divorce procedures changed in Brazil in 2017, but it is unclear how this affected any divorces prior to 2017.
