Zach mentioned that he finished the DS-160 for her.  While not mentioned on your website, doesn't she have to actually click the submit button from her end?

Yes that is the law, and it states that on the DS-160 site once you can get to it.   CEAC is mega screwed up at the moment .. (just now when I checked it)        What they say to do is save the DS-160 then your fiancee can log in to click the SEND/SUBMIT button ... BUT if she can't get to the website ... welllll   you know what to do.  ;)

Well damn. I completed the DS-160 for my Fiancee yesterday, but didn't hit submit yet. I might have to then. :)
