What is the barring unforseen probleman means?? 

 I check my parent case today everything is done and visa is already issues but the letter indicate that word I just wanna make sure nothing wrong of that word

What letter? Usually they don’t send a letter. After visa is “issued”, either a courier service delivers it or you pick it up, depends on the local procedure.

 

Unforseen means “something not expected to happen”. For example, the courier who is carrying your parents’ passports on the way to their house and gets hit by a bus which results in a fire and the passports are destroyed by the flames. That is an unforseen problem.

My parent still waiting for there passport to deliver I just check thier case online and that's what it said about that the admin is done processing there visa is issued but when I read this message what is that means for barring unforseen problems

e have authorized issuance of your visa. Barring unforeseen problems, the visa packet will be delivered to your designated address by courier service within 7 to 10 working days from the visa issuance date. Do not finalize travel plans, purchase plane tickets, dispose of property, or cease employment until the visa is delivered to you. For visa delivery inquiries, contact 2GO courier service Call Center at (63)(2) 528-7136.

It's just saying that don't make plans like buying plane tickets or selling properties until you have the passport with visa ON-HAND. There may be instances like technical problems or delivery issues along the way that's why they give out that reminder.
