Unfortunately, the other members who have posted about your application being destroyed (based on the notice you got) are accurate. The consulate gives you only 1 year from the date of the interview to gather additional information and the application is placed in what we know as Administrative Processing. Your wife may have been denied in the consulate interview but it is a denial that can be fixed by providing the info requested on the letter she got for 221g within the 1-year time frame.

 

Your initial post stated I was finally able to find a sponsor after over 3 years but that is beyond the time frame given to you. Even the notice from them stated: We informed you that your application might be reinstated if, within one year, you could establish that your failure to pursue your immigrant visa application was due to circumstances beyond your control.
 

I can understand that circumstances prevented you from obtaining a sponsor until now but you will need to start your application all over again.

Without seeing any specific information. why did you wait 3 years for the co-sponsor to make enough money? Why didn't you yourself improve your working and financial situation? In three years could have done a lot on your own. You are always the primary sponsor anyways.

I live abroad with my wife so the salary here isn't that great. Everyone that I asked pretty much rejected being a sponsor.

Unless the income will continue from the same source upon return to the US, your foreign income doesn't matter anyway.

Edit: The typical solution others do is return to the US ahead of time and earn enough there. It resolves the domicile issue as well.
