Official Chinese documentation is required, NOT to U.S. standards. The 出生公证书 is normally based on the hukou.

 

Anything else is liable to be rejected as non-standard or non-official.

 

You would need to post a picture of the  出生公证书 to know if it is the correct document. It apparently has the correct title, so the notarial official may have accepted the "one child certificate" as adequate evidence.

China did not issue "original birth certificates" prior to 1996.

You don't need to bring a hukou, the white book 出生公证书 is the only thing they accept.  Just follow the checklist the consulate should have handed you, or you can find it here...

The folks at the IV unit at the GUZ consulate know exactly what document, "White Book," they are wanting to receive.

I speculate that the NVC folks, like many people outside of China, or other folks that haven't had the experience of the "GUZ document shuffle" have little inkling or understanding of the ancient hukou system. It dates back to the 7th Century BCE, although its present form came into being in 1958, when  the PRC was solidifying its powerbase. It is an interesting example of a powerful central government tightly controlling internal migration of its people.

 

When our family was wrestling with the WA State Dept. of Licensing (DOL) trying to get driver's license and ID cards, the very topic of Chinese birth certificates and Notarial Certificates "White Books" became a very heated discussion point. The licensing examiner, with the classic "can of Aquanet" blonde bouffant hair-do was bound and determined that these Chinese "White Books" were not accepted by the state of Washington as a legitimate birth certificate document. I thoroughly discussed with her, as counter to her claim, that I could not see why my family's "White Books" that had been quickly accepted for immigration purposes as legitimate birth certificate documents by at least two US Federal Government departments/agencies, the Dept. of State, US Consulate Guangzhou, China and the Dept. of Homeland Security, USCIS California Service Center, yet these documents were not accepted by the DOL as a "B-list" document (that establishes your name and date of birth)? Eventually she relented a bit, steam coming out of both of her ears, saying she will check with her supervisor. A few minutes later she came back, very red-faced, and said that indeed the DOL did accept "White Books" as a "B-list" document. My family got their driver license and ID card with 10 days. Sometimes you just have to dig in and fight for what you know is right against these petty bureaucrats. :thumbs:

I need to repeat what was said earlier - you are PROBABLY okay, BUT the consulate HAS rejected 公证书's that were based on other documents. The fact that yours is titled 出生公证书  may be sufficient, even though it is based on the one-child certificate.
