At what point will I link the BPI payment? Is it after the electronic signature is submitted by my fiance?

Link your payment?    Not sure what that is ..     There is nothing in the DS-160 that links to your visa fee payment.

You pay the visa fee at BPI, after that it can take 12-24 hrs before the payment is recorded so that you can schedule your interview.

You record ("register" to quote your verbiage from your site) your fee payment number in your profile,  I think that would constitute "linking" but apologize for not using official hank terms

YMMV

Correct that is your profile & dashboard.  But you don't link the payment .. you just create our account so you can schedule the interview once the visa fee payment info has been entered by DOS

By linking its meant that you put in the reference number.

Correct.    It normally takes 12-24 hrs after paying at BPI for the payment to be recorded so that when you enter your receipt number that it is acknowledged and allows you to schedule the interview  ... you had some delays so you didn't bump into this.   Most hurry home and try to schedule their interview, only to find it won't take their receipt number yet.

But the DS-160 has no affect this .. and I think that is where your question was earlier.

All is good!  :)

Yes there is info out there regarding the DS-160 and scheduling the interview which is directed at those scheduling non-immigrant visa appointments. .. which doesn't apply to the K-1 visa as it is processed by the Immigrant Visa Unit.    It causes confusion and questions.   Still no harm in getting the DS-160 completed early ... going to have to do it sometime.  ;)

Yea, I filled out the DS160 but she still can't get to that site to review and electronically sign it. She's tried 3 different browsers.

I have not checked it again since earlier this morning.  I will give it a quick check to see if it is still messed up.

https://ceac.state.gov/genniv/    <<  Still messed up.   I can access the site with Chrome but it is a muddled mess, not useable.  I can access it with Firefox also, but it is not full screen .. sizing is totally messed up, but it is functional.

Have your fiancee use Firefox

She downloaded Firefox and still times out before getting to the site. She took a screenshot of it:

That is crazy, it has to be an internet issue on her end.   I will take a run at it with my VPN running.

I know the website is not loading correctly and that may be causing issues too.

I just tried it using a New Zealand IP  the site won't load for Chrome but does load for Firefox .. still with sizing issued but useable.

I just tried a Singapore IP .. same
