CEAC CR1 civil documents submit without thai police certificate

Hey guys, I was wondering if I can submit the CEAC civil documents without the police certificate for my wife. I have all the other documents needed but I think I read somewhere on the forum that you can submit everything and just bring the police certificates to the interview with you. I've already got the process started for the certificate but still need to wait for it to come in the mail. If I can, do I just leave that section blank and put in the comment box will bring to interview? Thanks in advance.
