Can someone explain to me how the process works?? I have seen many people approved for Noa2 while others who submitted earlier wait. Same goes for NVC. I am seeing people with April Noa2 get their NVC number, yet people from March at the same site (california) are still waiting. Can anyone shed light?

As @geowrian says "USCIS and NVC are like a large grocery store with many checkout lanes.  Some lanes are just faster than others"....... also remember that all cases are not equal, so some will naturally proceed faster than others.....

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

I see...so the applications get divided out upon arrival. Makes sense I guess, but I would think they can divvy them out later to keep things a bit more ordered. What a process...lol.

They basically sit in a pile for a while until picked up/assigned to an IO. From there, there's all sorts of reasons that can cause differences in how long it takes - the IO's case priorities (they don't just handle I-129Fs), complexities of the case (i.e. review of documents like divorce decrees, criminal history, etc.), how quickly that IO works, complexities of the other cases assigned to the IO, if supervisor or counsel review is needed, how quickly background/name checks come back, etc.

 

I can't see a whole lot of delays at NVC except for cases where either something is noticed and needs review again (e.g. somebody's I-129F was missing a checked off box...the IO just forgot to do it), or very rarely some administrative review.

That said, USCIS tends to send approved cases to NVC in batches, and NVC appears to do the same when they send the case to the consulate (batched by consulate, too). So one person might have a 2-3 week wait from I-129F approval to NVC receipt and another only a few days...just by luck of when their case fell into the slot.
