Question about I-130 Part 4 62.a

Hello, I am a US citizen living in Canada and I'm applying IR1 for my wife so that we can move back some time next year.

We are nearly done with the I-130 package, however Part 4 62.a on I-130 is causing some confusion. We are not adjusting a status for my wife, so we do not fill out 61.a or 61.b. So we must fill out 62.a - 62.c

 

The instructions read: "The beneficiary will not apply for adjustment of status in the United States, but he or she will apply for an immigrant visa abroad at the U.S. Embassy or U.S. Consulate in:"

 

From my understanding, we will be mailing our application to the Chicago Illinois lockbox, not applying at a Consulate. We contacted the consulate here in Calgary and the agent said we would not qualify for DCF with them. She also said that the only Consulate in Canada that processes immigration paperwork at all is in Montreal and that we would need to go to that post for my wife's interview.

What do I put in this field? I'm at a complete loss.

Correct. You will need to apply at the Montreal Consulate, that's where I applied and had to go, despite being from the West Coast.

Okay thank you for the reply, does that mean we must submit the 130 package at the Consulate and not mail to Chicago? Do we go in person to submit?

You'll still submit it to USCIS as per the instructions, when USCIS approves your I-130 petition, they forward your case to the National Visa Center, who handles issuing the Visa at the Consulate (Montreal in this case).

The I-130 is not a visa application.  You WILL submit the I-130 petition for alien relative to the Chicago address.  She will apply for a visa, in Montreal.  USCIS does not issue visas.  That's the Dept. of State. (Consular Immigrant Visa Unit, in this case.)
