Is there a difference in time of arrival between petitioning the mother and father as opposed to a brother or sister?

 

I am not sure about the answer to your question, I am sure someone knowledgeable in this subject will help

Your US citizen husband would need to file separately for his parents.

 

You can not file an I-130 for an in-law.

Yes.  Parents of a USC are Immediate Relatives and unlimited visas are available to Immediate Relatives.  A sibling is an F4 family preference category and it currently takes 13-24 years for them to wait for a limited number of visas every year.

Mom and Pop of US citizen: 12-15 months

Bro and Sis of US citizen: 15-25 years depending on country.
