Yes it means expected range is 6 yrs to 8 yrs. If you don't receive by 8 yrs, then you can do case inquiry.

I don't know if you can simply just request for approval. You are in a situation were you now have visa number available to you but you are still waiting for approval of your I-130. Now your case

Yup, that's right. They tend to process family preference cases (especially F2A/F2B) fairly shortly before the PD becomes current. The timelines as stated on the USCIS website (https://egov.uscis.gov/

If your case goes beyond the normal processing timeframes (unusual with family preference cases, but can happen), you can request a case inquiry either directly or via a congressional representative.

It mean I should follow uscis processing time not visa bulletin, Bcz processing time is behind

I have seen someone with Oct 2012 approved from Vermont. @Bboorrcchh is waiting from early 2013. So even though it says July 2011 I think they are working on cases from end of 2012/early 2013 right now.
